ozone is naturally present in the upper atmospheric region known as the stratosphere. here , ozone absorbs UV-B, which is a part of UV rays of sunlight, harmful to living beings.
CFCs r one of the important greenhouse gases.CFC molecules have a much more damaging effect when they react with ozone molecules in the stratosphere.
so if ozone layer is spreaded below the stratosphere than UV rays would penetrate through the reduced ozone layer , damaging aquatic & terrestrial wildlife.

it works the same way as oil and water.

put them together in a bowl, and the oil wil lgo up because its mass/volume (density) is lower than the waters.

ozon is lless dense than nitrogin and oxygen so goes up, just like helium in balloon does.

the gases are light so they elevate to a higher atmosphere where it is less dense
