How big of a dog do you have? A small dog can be trained to use a litter pan for such in climate weather. I have 70, 40, and 11 pound dogs and I've had that problem with my 40 pounder. He just started this 5 days ago and I was worried he was soiling in the house, but he was holding it so, I ended up having to put him on a chain for 1/2 hour and watch to see if he went from inside. This usually worked. We also have resorted to using puppy training pad for them when it's really bad out. Just make sure you put them on a tile surface and wash the floor after each use. You may need to go and chop through the ice and clear an area for him to go. We just got dumped with 12" overnight on top of the 8" from Wednesday, some had melted first thank goodness, but our 11 pound one had to have and area cleared so he could go (he almost disappeared in the snow). I live in West Virginia and we've been spoiled for the last 4-5 years with mild winters and up to 60 degree temps., so this dog didn't really know what a decent snow fall is.

I worked very hard to house break my new puppy. When the snow came however, he also would not go outside. I shoveled the snow and chopped the ice to get to the ground. I also took the paper towels with his "accidents" on them outside. I let them sit on the snow so the scent would be there. Sure enough, he sniffed around the paper towels and eventually went. Now, he goes without problems in over a foot of snow.

Well, you could try melting the ice with hot water or take her out to the driveway and let her go there. You may have to take her out on a leash and stand with her to be sure she goes.
When she goes in the house, don't make a big deal out of it. Some dogs look to this as attention and could continue to mess just to get the attention, good or bad. Take her out of the room, and clean it up. Even if you're steaming mad - don't let her know. Good luck - I'm in the snow, too!

You should play with her in the snow, get her used to it. Maybe get a friend's dog to come over and mark some territory. Your dog might want to show this dog off or learn from it. And if all else fails, get out the salt or some heat and melt that ice so your dog can relieve itself.

OMG, LOL, I have the same problem with my pug Sandy. I had to go over to the end of our house where the water has been dripping off the roof and shovel a place out for her. She would go out and sniff all over the yard and didn't do anything. When I would bring her back in, that is when she would pee and poo on the floor. I guess the only way for you is to maybe pour hot water on the ice to where it gets thin enough for you to break it with a shovel. That is what I was going to do before I found the thin patch of ice at the end of the house. GOOD LUCK!

My chihuahua was having this same problem earlier in the week. Eventually the ice melted on the walkway and that's when she went, right on the dry concrete. She was continuously going in the house until that happened. Sorry I can't be of much help, but I feel your pain. It's frustrating!

Both of my dogs love the snow and would make any excuse to go out and play in it. However, with yours I would be sure to take him/her out on a leash and walk with them in their potty areas. ((Hopefully they arent too scared of the snow to walk in it!)) If they are house trained and know the words, I would ask if he needs to go out and if the dog responds, I would put him on a leash and do this. If he wont go on a leash, maybe he would follow you out if you walk with him? It might even be beneficial to take a small treat out with you and give it to the dog if they do use the bathroom, and be sure to tell him that it was good!
