Tilapias have been used as biological controls for certain aquatic plant problems. They have a preference for a floating aquatic plant, duckweed but also consume some filamentous alga. They also are omnivorous and eat some water borne insects and mosquito larvae.

So for bait, you might get them to bite on a dry fly. The normal procedure for harvesting Tilapia is done by gill netting which is illegal in most places in the USA.
