I tell you what.

If you can figure out how to produce an electromagnetic surge powerful enough to restrain a person to a chair until you report someone's IP for arrest, let me know how you did it.

Other than that, the only way to pull something like that off is to track someone by IP, keep them in a chat/IM while calling it in for someone to track and then hope like hell there is still time to get to their house before they get a hundred or so miles away....

No you can't. The reason is because a citizens arrest only allows you to restrain a person until authorities arrive... not possible online.

No, I'm afraid not... you can only do it if you see someone comitting an offence, and you have to have hands on till the Police arrive to take over.

depends where you live...

some town's police departments have MySpace pages so that you can report things to them... and they can actually make arrests based on things they find on myspace pages... which is kinda wierd.
