I was once told that a person needs to read a book 3 times before most of the info will be retained.
What kind of ways do you believe is the best way to retain the information?

It really depends on what kind of learner you are. (You can take a learning style inventory here: http://www.rrcc-online.com/~psych/LSInventory.html ). For visual learners, it will help you to see the material--thus, reading it three or four times will be the best way to retain it. If you are an auditory learner, you have to hear it to remember it....get a book on tape or have someone read the information to you. If you are kinesthetic, you will have to make some sort of study aid that you can touch...make note cards with the information on it, models where applicable, etc...something that can be touched. Hope this helps!!
