I live in South America and seek the very opportunity to study in the US. However, from my understanding, i know that international students pay double tuition fee but by getting a tuition waiver enables one to pay just in-state fee. How is that? Where can i inquire more information? What is tuition waiver? Do schools that claim to give no scholarships given still give scholarships to students? Im kind of financially unstable. I'd like to study nursing. How can i progress my studies in US?

Thanks in advance.
