How do I get Dumpchk.exe to work?

Question

I used the XP disk to load it on, but, when I type it in, it pops up for 1 second, then disappears. How do I get it to work? I need the information from it to stop the stop errors.

Thats where I found the information to begin with, but it doesnt say what to do if the screen doesnt come up.
