Your little guy could have allergies to fleas or a number of things. I've got one that does the same thing and sometimes get very bad sores on his back-butt area. He is severely allergic to fleas (and is an inside/outside kitty - can't keep him in!). His skin gets very dry and itchy - I think he may also be allergic to grass, which he loves to lay in. I'd recommend, first, to take him to your vet.
What works for mine is to be sure he has Advantage on him every 3 weeks without fail. And I've also given him baths with an oatmeal shampoo, which works really well for dry skin. He's not too crazy about the bath, so I'll give him one in the summer when he's out a lot and then just whenever it gets really bad - maybe 2-3 baths a year. Your vet should definitely be able to help with this.

Here's my best non vet cat loving/owner guess: There are two, almost equally likely reasons for your cat's odd behavior. The first is that he got stressed out while in rescue and this OCD-like behavior started as a way to deal with his stress (like hair pulling or nail biting in humans). He's not stressed anymore but the behavior has become a habit. There are sedative-like drugs designed for cats now that a vet can perscribe to help your cat calm down and get over the behavior. And, btw, if your vet thinks this isn't a big deal, find a new one. As you probably know, cats are very proud and something like this is probably embaressing to your poor kitty!
The second possibility is allergies. He could be allergic to something in his home enviroment or to something in his food. He could also be hypersensitive to flees. There are cats who go into breakouts like the ones you describe in the presence of a *single* flee. Allergies in animals are even more difficult to diagnose than in humans. Again, it could have started while he was in rescue (something in the air or food), he got stressed, not able to deal with the allergy, and this fur pulling became a habit.
You should definitely get a second vet opinion on this cat. If you're fortunate to live in a major city, and have the bucks to spend, you may even want to consider consulting with a vet allergist.

My mom had a dog that ripped out his hair due to ringworm. Could this be your problem? Or he could have an allergy to the fleas, flea medication, food, etc. Or maybe he's just still nervous about his new home. Cats are very good at hiding illness as I'm sure you know, so it could be a range of things. Make sure when your treating for fleas, you not only treat the pet, but the area they sleep in too. Maybe try washing/cleaning all the areas the cats like to sleep in. Those areas are usually covered in flea mites. If all else fails, definitely see a vet. Good luck!

It could be something stressing him out, or it could be a sign of disease. You should really bring it to the vet, they will give your cat tests and can give you answers. no one on here can know for sure without seeing your cat and passing tests on it.
