If by chance, you mean the random factor of 'accidents', then no, but, if you mean the window of opportunity we create for ourselves, then yes.

I believe in the certainty that Chance will be perceived, yes. But chance does not exist. Everything that happens, happens because of something. We (humans) are incapable, currently, of understanding all factors that lead up to apparent 'accidents'. And whenever we do not fully understand (or understand enough to satisfy us), we chalk the occurrence up to CHANCE.
