The New River and James River in Virginia have great smallmouth fishing. Probably, the best river I've ever fished for smallies is the Niagara River. The lower river, below the falls, has great fishing for numbers and size. Also, Lake Ontario where the river flows in has fantastic fishing. Just be careful, because the lake can get bad in a hurry. If you are looking for big fish and lots of them, it's hard to beat this area for smallmouth. There are also some guides in the area so if you don't have a boat or would rather not use yours, give them a call. They know the river and lake and can put you on the fish. You can be catching fish right away instead of trying to locate good spots.
