It's saying that someone (or possibly some'thing') is too needy, potentially requires a lot, and is more or less incapable of helping themselves for anything...... basically - lazy and incompetent...

What DOES this phrase mean?
It's a metaphor that means a person is so needy and helpless u can smell it on them. I just means the two conditions are Oh So obvious.

Well, it's not a good thing...

Sounds like something Person A would say to Person B to explain why A wants nothing more to do with B.
