I have a land line and trying to call brazil, sometimes it can take hours to get through. What happens is i call and it sounds like its ringing to me, but the phone at the house is not ringing. Its like it is ringing at the exchange, but the connection doesnt go completely though to the house from the exchange.
And i know that someone is home because i am talking to them on yahoo IM and telling them i just called, and they say the phone didnt ring. Yes they have broadband. I have even tried calling them on skype using skype out, and same problem happens.
Is this because brazil has poor phone lines. Because i can call usa, italy and uk with no problems.

I ring a friend IN Brazil on Skype , I have no problems .
It's probably a problem with the telephone line .
Get your friend to call you from a cyber cafe , there you will be both on Skype

My fiancee lives in brazil and i feel your pain :-)

If you both have a broadband connection, the best connection quality (in my experience) will be through Google Talk. Google Talk (for voice) + Yahoo Messenger (for Webcam) works quite well for us.

I recently found an AMAZING new service called rebtel.com that lets you connect cell phone to cell phone for the cost of a local call to Rio or Sao Paulo. The call quality is much better than phone cards and it costs only $1/week, and only for the weeks that you use it. The call quality and cost is MUCH better than dial around services that I have used such as 10-10-834.

(BTW, do not ever use tel3advantage.com -- I was never able to get through even ONCE, and they refused to give me a refund, so they effectively stole my $25. Ok, sorry, I had to vent a little....)

it may be that the network you are using to call brazil do not carry the call to that country best option is to check with your provider!!!

Their landline services are still in the dynasties of the B.C
