What could work best, soap, pills, or something else?

Go to a dermatologist (or at the least go to an esthetician that has trained in skin care). They specialize in treating special skin cases such as acne. Make an appointment at a place that sells a good line of skincare for a consultation or get recommended to a dermatologist. Don't use soap on your face it's so drying it can make the problem worse. (the pills are full of controversy, so make sure to ask lots of questions if recommended pills.) Get a full regimen of products including face washes, treatments and moisturizers. (Don't use Proactive, it seems to work however long term dryness can occur.)

Your best bet is to go to a dermatologist. Only he can see exactly what's going on, and either give you the advice, medications, or prescriptions that you'll need. Just keep in mind that acne can leave scars that last a lifetime. Best of luck to you.
