If you want a really energy efficient house, build it into a hillside. Subterranean houses were considered way out but doable in the 1970's, and some of the designs are pretty cool. And what kind of R value do you think you'll get when you have a double-paned view window in the living room, a solid core door at the entrance, and the rest of the house is buried under ten feet of soil and sod?

You are more likely to have solar cells for thermal heat (heating water) in the west and southwest. Now if we were talking electrical solar cells, in the US you can put those almost everywhere except Alaska (not enough direct sunlight) and the Pacific Northwest (not enough light, period).

First of all the house would have to be clear of shade most of the day. The house should have thermal panes with a skylight if possible. the material of the house must have excellent insulation to help retain the heat and the cool. The sun can keep the heating bill down considerably by using it properly. During hot weather install insulated shades over the windows. (blinds too)
