How can I get my hair like Miley Cyrus's in this picture?

I've tried a curling iron and it doesn't work.

Try using big hot rollers and then a big curling iron after that (curl vertically), then run your fingers through your hair gently to loosen up the curls and finish with hair spray. DO NOT BRUSH. It'll ruin your curls. Good luck! :)

A couple of ways... big hot rollers, rolled towards the back... OR if hair is damp, and you have time... roll them in good old fashion BIG rollers and use the blow dryer to dry, if needed... Spray a little hair spray on the rolled hair.. it will hold better once you take it down

Well what I would do is go to a hair salon take the picture that you want your hair to look like with you to the hair salon and show the hairstylist the picture and tell them this is how you want your hair.

She looks like she has extensions! cut your hair into layers, get extensions, put on roller every night and take them off in the morning or use a curling iron every morning to get those loose curls/waves.

Large rollers and product. Mousse, for sure. Large hot rollers, sort of backrolled. And hairspray. Good luck!
