This is normal for a healing tattoo. The outer layer, epidermis, is very opaque when it first heals and you cannot see through to the color in the dermis well yet.
Keep following your tatoo artist's instructions.

Two things are making your new tattoo appear lighter than it did.
The first is that a healed tattoo will always appear slightly more muted than it looked when it was just done. This is because what you saw then was partly ink sitting on the surface of your skin, whereas the finished, healed tattoo is seen through the upper layers of your skin, and so the colours are very slightly toned down.
The second reason is that your tattoo isn't all the way healed yet. The fresh skin under the scab is flaky, shiny, and generally not quite settled down yet. Obviously this interferes with what you can see, and makes your tattoo appear lighter.
Don't panic! Tattoos always look odd when they're healing. It's completely normal. Carry on with the aftercare regime recommended by your tattoo artist, and after a month or so you'll be able to see the healed tattoo - which I'm sure will look lovely! Until then you'll just have to be patient - sorry!

Please: don't put antibacterial ointment or any ointment on your new tattoo. A little bit of lotion here and there is fine. Tattoo's are almost indestructible once in the skin, but, everyone's skin holds the ink differently. Did you bleed a lot? If so, the ink might have had trouble staying in. That is what happens with me. How big is the tattoo? With big tattoo's some artist prefer to go light the first time, then have you come back in for a touch-up so that they never overwork the skin and cause excessive scar tissue. Also, a fresly healing tattoo is sort of shiny and weird looking. Wait a month or two. If it still looks too light, go back to the artist and ask for a touch-up. If they are a reputable artist, they should stand by their work and do the touch-up free of charge.

It is normal for a new tattoo to look a bit light for the first week or so after all the scabs come off. This is because the layer of skin directly over the ink is brand new. This will change over time and the ink will show through as the new skin settles down and becomes more transparent.

Pale colors and white are generally used for shading and tend to fade easily. Ask your tattoo artist what he/she recommends if you do not want it done in black ink. White probably wont show up on your skin very well no matter how fair your complexion is.

you need to put antibatic ointment instead of lotion on it.. and the color wont be as bright as it was but it should be bright.. and staying out of a tanning bed helps keep the color too.. i have one on my foot i got years ago and the color is still so awesome!!!
dont rub it and or scratch it.. because as they heal all of mine have itch'd..

Your tattoo will never be as vibrant as when it was freshly done. It will lighten and fade slightly, it's natural.
