It involves love and surrender.
Understand this:
That God, the creator of the universe, loves you more than you can ever imagine.
You can trust Him COMPLETELY.
So maybe there is a process. Humans don't always find it easy to make their heart follow their brain. First, you've noticed the evidence that God exists. After a while you told yourself, there really is a God, but you couldn't quite wrap your brain around it. After a while (a few seconds or a lifetime) your brain believed it and you could "say" that you believe, but it was just words and logic. Then you prayed the sinner's prayer, a.k.a. accept His salvation. Next...
1.) Surrender your whole heart in love to Him, and you can experience his infinite love for you and respond with more love back which opens your heart further to take in more of His love.
2.) Ask for His Spirit to be present in your heart.
Actually this is more than just believing with your whole heart, this is loving God, being at one with God, letting your hearts beat as one.
The more often you do this, the easier it is to understand things from His point of view. You have heard of a birds eye view, well, God can see far more detail than a bird. Also you well be able to feel the love he has for other people, people that you pass on the street.
Don't just believe, know Him.

There is no procedure or guidelines in believing with your heart. Think of when you love someone. How do you believe that you love them?. You love your mother or father. Is the love an emotion? Sometimes yes. But love is a choice and you make up your mind that you love your parent, no ifs ands or buts about it. You believe that you love them even though you may not even agree with them or always think they deal fairly, but you love them anyway. This is believing that they love you and you love them with your whole heart. This is how Christians believe in God and His Word. Not with understanding but it is a choice. And it's not always emotional either.

"procedures and guidelines" are religion. A measure of Faith (being sure of what we hope for and certain of what we do not see) is given to everyone by God. Free will is also given to us by God. This way we choose to receive Him according to faith.
The Bible says that He stands at the door (of our hearts) and knocks. If we open the door and invite Him in, He will come and sup with us.
All you have to do is turn your heart to Him, humble yourself before Him, and ask Him to come in. There is no ONE way to do that, but there is only ONE way - Jesus.

The only procedure is to truly believe.You know and God knows if you are truly believing.People deceive other people into thinking they believe in God.God is not deceived and eventually their heart will probably reveal itself to those who do believe.

To believe, pray to the Lord and humble yourself before Him--cry out to the Lord, if you must! But it is when the Lord breaks you of your hard heart and lifts the veil from your eyes so you see how precious and wonderful the gospel of Jesus Christ is. This means, to confess with your mouth and REPENT of sin--turn away from it. Study your Bible with prayer seeking the Holy Spirit to teach you, find a good Bible teaching church....and Bible study!
God changes our hearts, and reveals the truth to us- He convicts us.
Romans 10:9
That if you confess with your mouth, "Jesus is Lord," and believe in your heart that God raised him from the dead, you will be saved.

For it is with your heart that you believe and are justified, and it is with your mouth that you confess and are saved.

You start by realizing that the heart doesn't "believe" anything...not even the "whole heart". That's the brain's job. If the brain is functioning properly, it will reject belief as illogical.
