i have 3 use name i wanna one that limited to not allow them to go to control panel or let them change any setting from the computer can i do that

If you are logged on to the computer as an administrator go to the control panel and click on the user accounts icon. You can change each account on your computer here. Changing users to limited will do what you want. A limited user can't make any changes to the computer that will affect others.
