Well, the biggest downfalls my boyfriend sees (he is a mech. engineer) are the travel and working on holidays. However, these are qualities that are very favorable to clients of his company- They would definitely lose business if they didn't offer this.

Try being open minded toward people who have invention ideas that might not fit within the general paradigm. Find a economic niche and exploit it, be creative and have competitive rates. Provide awesome benefits to employees, don't make your engineers feel like they work in a dark lonely dungeon.

It’s my two-cents:

The best way to generate more business is to do the best for your present customers to make doing business with your company one of your customer’s critical success factors.

The best way to attract the best engineers may be to separate your state-of-the market cost leadership from your state-of-the art differentiation business units and offer stock options to bring the brains into the differentiation units.

The best way to retain the best engineers is to trust and listen to them.

Hire me.

Seriously, the answer to that question is simple…
“generate more business”
1-Advertisiment/Connections
2-Good quality products/services (whatever is that you do)

“attract great engineers”
1-Intresting work with a place to grow
That will come by itself once your company is more known.

-Stock options or grants. I can't stress this one enough.
-Smart engineer's engineer managers. NO pointy-hair dips.
-A career path that will let engineers advance without having to become a manager. You have to have a technical career lader that provides as much upward mobility as the manager track.
-Wide variety of free soda.
-Meals provided (like Pizza, chinese whatever) for anyone who has to work after 6pm.
-Video game consoles.
-Beer fridays 4pm.
