It's from the advice, "Take a hair of the dog that bit you" to cure a dog bite. Apparently, if you laid a hair of the dog that bit you over a dog bite, it would cure the bite (that's assuming that you could get a hair from an angry, biting dog. Not easy!)
As a hangover cure, it means drink some of the drink that gave you a hangover. It's a homeopathic cure--you take in some of the substance that harmed you.
It works sometimes for allergies. For hangovers...uh, not really. More alcohol isn't the answer.
Though many people do take a hair of the dog as a cure.
