I paid what was owed on the previous tax filing in 06. My question is, since this was paid with last years INCOME, can this be deducted from my 2006 taxes ???

No, it's just an additional Federal tax. Federal taxes are NEVER deductible on a Federal return.

No Federal Taxes that you owed for a previous year are Not deductable on the Federal Tax return.

No it can't. Federal income taxes, current or late, are not a deductible expense.
