I don't really want to do anything permanent like extensions or a perm.

My hair is below my shoulders and I have to use a curling iron to create "tendrils"...wrap the hair around the entire iron starting from the base up, so that the tip is almost near your head. Do this with 1" section or larger (depending on how thick your hair is). I also use a bit of hairspray on the hair just before curling. I get those big loose curls that remind you of the old movie sirens.

I have tried using hot rollers and velcro rollers but they end up just making my hair have body, no curl.

Pretty much, you need a curling iron.

You can try rag curls or sleeping in curlers (start with slightly damp hair), but the results can be a little chaotic. If you like, set in curlers and then when you take the curlers out in the morning, touch-up with a curling iron.

But a curling iron will probably play a part at some point.

curl your hair with a large barreled curler and curl it in a spiral.. like the top of the barrel will be at your head and you can hold the curler horizontally straight...and then flip your head upside down and tousel your hair a little bit
