do i need to add baking soda or baking powder when i use bean flour instead of regular flour?

Depends. If the regular recipe calls for baking soda/powder, then definitely.

If you're making a yeast bread, you may have to add gluten or xanthan gum to make the bread rise. Wheat has gluten in it naturally, which causes the bubbles to keep their shape as the yeast works. But you'll have to put in a substitute for gluten if you're using, say, rice or soybean flour.

Flours don't necessarily substitute very well. You may have to add a little more leavening, or an additive to help the structure of a yeast bread or batter.

But if it wouldn't normally rise, like if you're just dusting with soybean flour or you're using it to thicken a sauce, then don't add baking powder or soda.
