My parakeet (budgie) doesn't eat the whole seed, he leaves the shells in the bottom of the cage and I guess just eats the very center of the seed. I've never noticed a bird do that. Is that normal?

Pretty much, yes. Because they eat the part that is inside. For example, think of it this way:

Do all humans peal oranges?

It's almost the same situation, but with birds and humans. With Millet and treats it's the same, they eat what's on the inside.

Hi there. All hook bills like your parakeet hull their seeds. Some birds like pigeons do not. That is why pigeons need grit to grind their food and parakeets and other parrots do not.Be sure to feed your friend a good pellet food, limit seeds to 10% and give 10-20% fresh fruits and veggies. Avoid avocados and chocolate. Just pretend to eat the new food in front of him and act like it is so good. He will try it because you are perceived as flock leader. Many studies show that all seed diets lead to malnutrition. Have a tweet year.

Yes, that is completely normal for the type of bird he is. Birds who eat the entire seed - shell and all - require grit to help grind the 'other stuff'' down. Pigeons would fall into the latter category, but not parrots or parrot-type birds.

No all birds do not crack the shell Only hook bills crack them.Other birds dont such as finches ,pidgens and birds with straight beaks.Most parrots do.
