211: You MUST NOT use front or rear fog lights unless visibility is seriously reduced (see Rule 201) as they dazzle other road users and can obscure your brake lights. You MUST switch them off when visibility improves.

Because they probably are not knowledgeable about the laws and what it is like to be on the other side of them. This is common sense they lack, we live in an over populated word and as people get older, influx of different cultures, the system does not enforce the wrong things they just let them slip by, and one day the if two those people cause accidents, with out blinking their eye. Unless they are a search and rescuer or forestry or officer, of course.

short answer...they're idiots!
They fall into the group of people that don't put any lights on in fog at all, those who forget to turn their indicators off and worst of all those who feel the need to drive at 30mph in a 60mph zone when the visability is good and there is no other traffic on the road.....arghhhhh. Ok rant over (i feel better now!)

Some do it because they don't know the law (visibility below 100m before they should be used) but others just forget to switch them off when it has been foggy. No, its not clever, just annoying

Most of them are too dumb to realize there is an off switch for them. Have you noticed people that pay extra for after-market lights rarely use them except when there is bad weather or they are on the open road? People that have them as factory installed equipment are the dummies.

They do this to show them off, or it's a lady hanging her hand bag on the switch lol, but this is really annoying just like those who put in those brighter bulbs but dont re-allign there headlights so blinding all other drivers.
Any way it is illeagell but the police are too busy to nick but i wish they would.

On some cars the fog lights come on automatically. Sometimes people forget to turn them off.
The fog lights are not directed UPWARDS so they don't get in your eyes. If they bother you its because they're not aligned correctly.
Also.. people who usually complain about bright lights is because they STARE AT THEM when the other car is approaching. Why?
If you don't LOOK AT the bright lights they won't bother you.
I'd rather have a car with bright lights coming at me than to have one with NO LIGHTS coming at me.

Because people suck, and they like to annoy the people in the on-coming lanes. Like the retards who drive with high beams, and those who can't get their headlights aligned. People have no concept of courtesy.
My work truck has aimable 2 million candle power lights mounted on it, when people refuse to turn down the high beams, I aim my spotlights at their faces. Makes them think twice.

they are not just fog lights. most of todays vehicles are equipped with driving lights that are designed to stay on all the time.
