Sometimes he looks normal and smooth, other times he looks fluffed up and bigger. Why is that?

no hes wrong I had parakeets all my life and they do that because there preening or cleaning their feathers.

Well, sometimes that could be that he's sick, if his poop is wet than you should take him to a vet. Parakeets also fluff up a bit while they are pooping, and now it's pretty cold outside, so it may just be that he is keeping warm from the cold. My Skye does that too, not too often though. I'd monitor this for a while and then phone a vet if you are worried. There's no harm in taking your budgie to the vet if you think something is wrong, because he may be ill or something. So, yah. I'd say just monitor it for a bit and then make a decision.

Hi there. Puffing up is normal behavior. Sometimes, they do this to keep warm, it is done around molting times, part of the preening (grooming) process, and when mine doesn't get her way she sometimes gets indignant and puffs up.Here is a great article on parakeet behavior. unless they're sick,
birds do that to be warm
it could mean that they're relaxed and cozy
