I would like to join my school's pep band next year playing bass guitar. Can anyone recommend a bass guitar that is goo dto start out with for under 400$ I have never played bass guitar before.

look on eBay, musiciansfriend.com or americanmusical.com. All have great starter packages for under $400.
Fender, Squire, Gibson, Epiphone all are good.
Just make sure you practice, practice, practice.
