Think of it this way. For most Christians, hell is complete separation from God. Therefore "going to hell" is not related to how good or bad a person behaves but whether or not they are in a right relationship with God. This atheist has no desire to be involved with God and so from a Christian perspective they will get their wish. When they die they will remain separated from God. That is what Christians call hell.

From a Buddhist perspective... no. If he/she has cultivated altruism, has done nothing to cause harm or suffering, or cultivated enlightenment for themselves won't take rebirth in a hell realm.
