I really cannot say if this is weird or not in your particular case, because I don't know you personally. But if you have been going out with some one for a little over a month with no physical contact may be the both of you are extremely shy or you guys just are not that interested in each in the first place. It sounds like you guys may be better off as friends.

A kiss should come naturally...not in a forced way. Comfort is not measured by a specific number of dates or months. It's an individual thing, also depending on what you both create together. So give you and him the opportunity to sit close... or give him some signal. Also carefully notice what signals he is sending. It shd come naturaly...if both feel comfortable and ready and feel like it.
