Males don't go into heat. They do, however, mark their territory. This is why some urinate a little on things around the house. Neutering usually takes care of this, but not always. If this is the problem you are having, talk to your vet.

If the cat is just getting "amorous", that is normal, and there is nothing to worry about.

female cats can only go into heat, but not if they are neutered. However neutering a male or female cat will help a lot of things such as it won't pee on the floor if it does or at least it will help. It also makes them calmer and less aggresive. And of course they can't have babies.
