I'm a graduate student at Penn. I'd recommend it - the campus is very near downtown which is great. The campus itself is small enough to get around on foot and has a lot of nice green areas.
The university is undergoing a building phase and investing a lot in it's infrastructure and programs at the moment - a nice time to be at Penn.
It's a major university but not so large that you become just a number, I think, for most programs. Penn offers quite a few amenities for students, computer labs, gyms, student services.
