You could also generalize it:
On était heureux.

Yep I'd say les gens étaient heureux (or Ils.... or On....)

"Les gens" ~ should ALWAYS be used for people instead of "Les personnes"

"étaient" is the of etre: (were)

"heureux" is the plural for the adjective happy.
