Take your time saving; save a bit more. Don't settle for a $170 camera. Go with a higher quality and consider the Canon SD600. Even though I own a Sony this particular 6 MP camera seems real good. Look at Website dpreview.com

That's a tough one, but check out sites such as ebay, consumerchoice, and target for decent deals. Overstock could have some. Or...maybe try saving a little more. Alot of the good digital cameras are Sony, Olympus and Canon

Have a look at this site steves-digicams.com. You can look for cameras in your price range, read the review and it also lists stores in the US and UK where you can buy.

go for the top 3 brands, get one with a viewfinder also, sometimes you cannot see the screen on bright sunny days, and get at least a 1gb memory card.
