Neat vinegar is nothing more than undiluted white or distilled vinegar; don't mix it with water. And don't use rice vinegar (thiugh it's white) as it is of lower strength than most other vinegars, wehich are about 5% acetic acid.
Cleaning off limescale involves using an acid strong enough to convert the insoluble calcium salts to a soluble form without damaging other stuff. Vinegar will do that.
If you still have problems, you can tri a dilute solution of phosphoric acid, available at hardware stores, but be careful: wear gloves and face protection.
If you have metal parts that might be damaged by acid, try a solution of trisodium phosphate or Calgon, which most hardwares stock. Again, use gloves because this is quite basic. (It works by complexing or sequestering the calcium).
Or try a commercial product like Limeaway.

Pure vinegar...Undiluted......Use white, not dark vinegar, and add baking soda, for bubbbling affect, or sea salt for abrasive. I get lots of limescale here in the country. ;-)
