Where can I purchase plastic indoor stair railing that could be attached to an existing wrought iron indoor stair railing? The plastic must be flexable enough to make a spiral of about 6 to 8 feet. The railing must also be paintable.

You might try ABS plastic pipe...( you can buy it at lowes, next to the PVC) notch it to fit over the iron. Use the smallest diameter nessesasry to cover the iron. ABS will bend really far before yielding.

What are you tring to do? Just cover the railing with something smooth?

Go to your local framing yard ( a lumber yard that sells to builders), not H.D. Ask to see their catalog of expanded foam molding and trim. Explain what your are doing. There may be a profile that works for you. FYI, expanded foam is sold as dimensional lumber (1x2, 1x4, ...) and as moldings. It is primarily designed for exterior use, as it will never rot. It is flexible, paintable, and can be cut, drilled and sanded, like wood. Good luck.
