Depends. They are not, but if considered a hostel threat they may be fired upon. This rarley happens, but when it does we all hope it's for a just cause an not a rouge soldier who shot somebody for no reason.

We aren't fighting a uniformed army in Iraq, we are fighting terrorists. The interesting thing about terrorists is that they look just like civilians. If someone fires on our soldiers, and if they can verify who is shooting at them as in they see the weapon and or the muzzle flash, they can return fire. They are allowed to defend themselves. Evidently you liberals don't want our troops armed with anything more powerful than a straw and a sheet of paper. Maybe not even that because a spit wad could put out someones eye.

You cannot successfully fight a war if you can't identify the enemy. You don't know whether that mosque is just that - a mosque or whether the coward insurgents are hiding their ammunitiona and weapons there. You don't know whether the woman coming towards you is strapped with bombs...you don't know whether that bunch of kids are really playing soccer or are they armed with weapons.

That is one reason why there will be no "win" in Iraq. Iraq has no army, the insurgents have no army, they are all, in effect, militia - they all look alike, dress alike and speak the same language.

Same thing happened in Vietnam - we didn't "win" that one either.

There are no enemy soldiers in Iraq. Terrorists are civilians. Killing a terrorist is technically killing a civilian.
