I can only speak to my agency, but our policies are very consistent with the rest of the US. The SWAT selection process is very competitive.

First you have to be a police officer with some level of senority. Different departments require different amounts of time. The norm is anywhere from a 3 to 5 years minimum service.

The next thing that will come into play are your departmental evaluations. Everything from your yearly to your gun quals.

Many departments also require recommendations from commanding officers. A type of sponsorship. They make recommendations on observations they've made of the officer based upon their evaluation of his responses and actions on critical incidents. You have to have shown a cool head and the ability to act properly, efficiently, safely and legally in demanding situations.

Then you will compete against the other applicants in physical fitness tests and gun qualifications. You will be pushed to your limit. The physical tests are incredibly demanding. The shooting drills are timed and many are shoot/no shoot in a range of environments, on many different weapons, lethal and less than lethal.

Then there is usually an interview board consisting of very seasoned and usually ranked officers.

After all that, all the information, your scores, your evals, employment history...everything is presented to the actual members of the team. They don't make the decision, but they can put forward written recommendations. They are a tight nit group and they trust each other completly... that's why they get to look over the applicants.

All the information is then given to the ranking officer(s) that make the final decision. They give each applicant a thumb up or down.

The tactical guys are the best of the best.

each department will have its own qualifications, there will be extreme physcial requirements, they will have to have a certain number and type of POST training and have the specific qualification needed for that team.

Most require 2 or more years on that department as a officer
