The only time a guy ever bit me on the neck was when he really wanted to kiss me but was too scared, so he made it a joke and bit me a little.
If you want him to kiss you, say something like "Do that again, but be nicer." He'll get the hint.

it says he likes you at least in a sexual nature... You will have to look for more signals that just a hicky to determine if he "likes" you as in likes you. and if you do nothing about it, it also tells him that he gets his way without question.
I, personally, would not let him do strange stuff to me, no matter what his reasoning is. You are not property.
