depends on whether you mean managing your photos, or manipulating them. Googles Picassa is pretty good at the low end, Adobes Lightroom is very good at the high end for storage and management.

For manipulation its much harder to answer as the amount of manipulation you need and want to do really makes a difference. Most photo managing products have basic changes they can make such as red eye removal. Hopefully this helps

I downloaded a free program called infraview, Not bad, Check download.com they have lots of things.
