Suitable shampoos include:

Povidone-iodine
2% Ketoconazole

Sounds like a fungal infection such as ringworm. There are numerous safe treatments over the counter for fungal infections of the scalp. The old home remedy is a vinegar rinse 1/2 cup white vinegar:1/2cup water after a shampoo and then rinse with water after the vinegar-it will make your hair shiny and you won't smell like a salad. It may sting just a bit.
