Nothing dries faster than tears = Nada se seca más pronto que lágrimas
There is nothing that dries sooner than tears = No hay nada que se seque más rapido que las lágrimas

Both are correct, but I would pick
Nada se seca más pronto que LAS lágrimas.

Both are accurate.
I should add "las" before "lágrimas".
The first sentence you have in Spanish satisfies more what you say in your second English choice, and vice versa.

they have the same essential meaning. the first one literally means "There is nothing that dries more quickly than tears" and the second means "Nothing dries more quickly than tears".
The second is more concise.
