I have to say... I got tickled at this question. (I have been beeped at before)
Well... In my state there is a traffic law, "Improper use: Car horn". So it is POSSIBLE that you could be written, but I wouldn't write the ticket. I wouldn't want to step in front of the judge for something so petty. It would make an officer seem petty and his judgement would be questioned. I don't think that this is the intent of the statute. And tooting your horn at a car stopped in traffic at a light isn't really improper use. I think this was meant for the jerk who is driving up and down the neighborhood blowing his horn non stop... or something similar, the ex-boyfriend in the parking lot laying on the horn (Stella!!)... You get the picture.
Like I said, I have been beeped at. Truth be told, there have been occasions when I just wasn't paying attention to the light... so, I threw my hand up and said "sorry" and drove on. Other times, something may have caught my eye ("what's that guy doing over there?") and I was sitting there watching them. In which case, I just ignored the horn and kept doing what I was doing... worst case, gave the horn blower a sour look.
But you're right, it's blocking traffic. Even when I watching something, I don't want to sit in traffic without my overheads on and get slammed in the rear, so once the light changes, I'm probably going to head towards what caught my eye. I just might not be paying attention to the light because (example) "I'm wondering if that guy is trying to get in that car over there."
So, I guess toot the horn. I'd hope you wouldn't get a ticket, you could, but it'd be petty. I'm a police officer and I wouldn't do it. I mean, maybe if you went into full blown road rage and were laying on the horn, hanging out the window, screaming profanities you might need an invitation to court. But that's disorderly conduct, not tooting your horn at the cop who's not paying attention.
One caveat though... if the cruiser's overhead lights are on... Don't toot... there's a reason they're on... and we turn them on when we're blocking traffic. And we're doing something, so if you start blowing your horn, one of us is probably going to come and check with the horn blower to see if there is some other problem that we're unaware of. And when the cop gets back there and finds out that you're blowing the horn because you want the road opened up (remember, overhead lights are on)... that cop won't be happy. He/She wants the road open too. Things are easier when the road is open. And you just took them away from fixing the problem that caused the road to be blocked. In that situation, high probability of a (well deserved) ticket.
But Heck, No overhead lights, toot away.

I doubt that you'd get a ticket for a quick honk of the horn to "wake up" the cop. Of course if you lay on the horn, expect a ticket. Either way, if the cop's an @#%hole, expect a ticket either way. It's just not a very smart idea to begin with.
Another thing the cop can do is pull over, wait for you to pass, then follow you. He'll check your plates while waiting for you to screw up. He can check for outstanding tickets, or just generally harass you. If you're being followed by a cop, turn into a store and go inside like you're shopping. Eventually, he'll get bored and move on. Don't try to lose him, that just makes it worse for you.
Best idea is to stay as invisible as possible to the cops, and that might mean just not honking at them to begin with.

Well, let me put it this way..... A mature person would wait until he moves. You have no way of knowing what he is doing. Is he writing in his log? Checking your license plate number - or the number of the car that just passed? Is he listening to a message from dispatch?
Police have more to do than block traffic just to aggravate the drivers behind them..... Grow up.

Hmmmm, I think I'd wait patiently behind him for a few more seconds then what I normally do. I don't believe that it is illegal to beep at him, but I'd be careful that he isn't investigating something.
Thats a funny question that made me laugh.

Technically yes you could get a ticket since horns are only to be used to warn of danger... however I don't think you can be booked for winding your window down and yelling out "It's green" :o)

Who knows, if it's an @sshole cop he would probably give you a ticket for disturbing the peace or something like that, if he's a nice one, he'll probably just feel like an idiot. I think it would just come down to what kind of cop he is.

You shouldn't do... beeping your horn (in the UK), is alerting other drivers to your presence on the road. Maybe they hadn't realised you were behind them, in which case you were just checking :o)

I don't think you can get a ticket for this. I mean you had somewhere to go and he was probably eating donuts while not paying attention so you politely showed him that hey he needed to stop stuffing his face and drive.
