Are old programs that were designed for Windows95 compatible with Windows XP(Example Flight Simulator, Label Maker etc )

You won't know until you try.

Normally, a new version of Windows is backward-mobile -- meaning it will open older programs, whereas an older version of Windows may open a newer version of a program (Word, for example) and present you with a screen full of junk - if it opens it at all.

Not all of them. Try runnng them in compatibility mode...
