It is always difficulty to decide how to help people in a way it would affect positively their future. For example: if you see a beggar.. is it better to give him some coins, some food or some opportunity of work? In a bigger scale.. how to solve the problem on helping countries?
I made the same question in my Blog (http://goooodnews.blogspot.com/2007/02/best-way-to-help.html) and I will publish the best answers from here there as well.
Thanks!

Usually by the time a person hits the streets, there are multiple issues that they are facing: poverty, addiction, mental health, lack of education and/or skills etc.

Giving someone a smile and a coffee is nice in the moment, but to really help people, they have to want to be helped. Usually there are non-profit organizations that have the training and the staffing to address the multi-level challenges that accompany people who are living on the streets.

The best way you can help is to volunteer at these organizations, educate yourself on the issues, or if you don't have time for that, at least strive to support these charities through donations (money or otherwise)

Just my 2 cents.

You seem to be just trying to generate traffic for your blog. However, in case your question is legit, you should either do what the beggar specifically asks, or nothing at all.

None of the beggars I have met was ever in a position to accept any kind of help other than what they are asking for at the moment. Truth be told, I always decline to give money because there are services, and they just choose not to use the services because they want money to feed an addiction or avoid the human contact that comes from services. I'm sorry if that's judgemental.

Smart way to advertise your blog. Anyway it depends how you see the problem and want to solve it. There is a short term solution and a long term solution. In your example, if you give coins to begger it may solve his immediate problem but to find a long term solution a job would be more preferable.

To your question about helping countries, it depends on your resources how much you want to dole out, your interest in helping and the need of those countries.

where i used to live i would get approached when leaving the grocery store by people asking for handouts and i would offer them anything from my shopping cart. normally i won't give money because some guy approached me and asked for money because his car was out of gas then the next day same parking lot he hit my hubby and i up for gas money again. And another time i offered a guy some food he yelled at me that he could get food at the shelter. I think it is better to offer food because some of the homeless where i used to live were druggies and i don't think it is wise bringing them home to work for you and by giving them money it might help support their drug habit.
