You can file a return for an open tax year at any time. If there is a refund due, you must file withing 3 years of the filing deadline in order to get the refund. The deadline for refunds from tax year 2006 is April 15, 2009, so you have plenty of time.
As long as you have a refund coming, there will NOT be any penalties for late filing. If you owe, there will be penalties and interest due for late filing and late payment of tax so it's in your best interest to sort this out quickly so you'll know where you stand with the IRS.
You need to use the tax forms for 2005. If you use tax software, you need to download the software for that year form the publisher's website. You can also download the forms from the IRS website and fill them out manually. Any tax preparer worth their salt can do this for you but it will be much cheaper to just do it yourself; it isn't all that hard if you read the instructions carefully.
You won't be able to e-file for prior tax years. You must mail in a paper return.

Yes, you can file a 2005 return. If you owed no taxes and will be getting a refund THERE IS NO PENALTY (for those of you that have already given uninformed responses). Penalties are assessed on monies owed, NOT ON REFUNDS.
I'm guessing you probably have a simple return so I have given you the links for the 1040A and instructions below. These will download the form and instructions directly so be sure you have Acrobat Reader.

No, it's not too late, and you'll still get your refund if you have one coming, without a penalty for late filing. You won't be able to efile though, you'll have to mail the return - efiles are only accepted for the current year.
You can download forms and instructions for past years at irs.gov. Be sure to use the right year's forms - if you use the current forms, the calculations won't be right since rules change every year.

Have you tried turbo tax or h&r block? Sometimes they have old software you can buy to file.
Otherwise, visit the irs website and order last year's forms. They will mail them to you and you can file back taxes.
