How would you say "Sir, you havn't paid your bill" in German?

In German, if you put "Herr" when addressing someone, like "Herr Gluckmann", is it kinda the same as saying "Mr. Gluckmann"?

Also, how would you say "Policeman" in German?

2) Yes, it is the same as saying Mr Gluckmann. Herr = Mr
3) Polizist = for a man, Polizistin = for a woman
