The one certainty is that he's nervous, for whatever reason. It could be just general nervousness he experiences when talking to someone (since he might feel insecure about his ability to come across well in the conversation). Like someone else said, if he's not married, there's a high likelihood that he likes you and doesn't want to screw it up. I have anxiety in conversations with people I don't know well or don't want to look dumb in front of, and my friends and wife poke fun at me because there's a stock list of behaviors I show. One of them is that I put my hand on the back of my neck or I scratch the back of my neck. Ear-pulling isn't far from that. I personally do look people straight in the eye even when I'm nervous, more as a way of overcoming the fear and to show I'm trying to connect; but many nervous/shy people don't or can't. It's hard to see oneself reflected in someone else's gaze, if you're already feeling insecure. If you can find a way to make things less direct or more casual (i.e., sitting down for coffee, or doing something together rather than a forced conversation), that might ease his discomfort. Talking about yourself (to take the pressure off him and giving him some information that he can react to) or asking him general questions about things he likes might help too.

Well, I have 3 answers.
1) It could be a cultural thing. Some cultures (I believe a lot of Oriental cultures especially) feel that it's rude to look someone in the eye and it's better to have your eyes cast at the floor. So, look into her background.
2) She could have a low self esteem and it's habit to look at the floor. I had a self esteem problem for years and would always look at the ground when walking or talking.
3) She could be feeling guilty about something. Talk to her.

I have a guy friend that does that too. He is a very intelligent, honest, and moral man....but he has an incredibly low self esteem. He will not look me in the eyes when he speaks to me. He will answer my question or say what he has to say while looking down at the ground, occasionally glancing up at me and will walk away while I'm still talking. He doesn't do this out of disrespect, just because he is impossibly shy.

Well for one she is either lying to you about whatever she is saying, Or she is very shy an can't look at you because she isn't used to looking someone in the eye. Or your so ugly that she cna't see your face and she looks down. But it probably means she's just real shy.

In some cultures it's consider disrespecful to look a person in the eye. However, if this isn't a culture thing, then they are either lying or have done something they are ashamed of and can not face you.

Not easy to answer this coz depends on lots of things, does she ever look up?, who is she? it is said if someone cant look you in the eye they are lying, but maybe she just very shy

depends on the culture my friend,
for example in the west and N. America it maybe means she is ashamed of something or she is lying or she is inheritingly shy (hard to believe these days) but in the Asian and Middle Eastern culture, that means the person is polite and shows respect.
Overall it relates to confidence level too, and the interest the person shows.

It depends when she's looking towards the ground. It could mean she's lying, she's into you, she's shy, etc... Look at her body language, that might help.
