Heterogeneity of race, colour, religion, language is not unique to India alone and is not the main cause of under development or slow development.
My answer to the problem posed by you is different.
The main reason is lack of sense of belongingness to the nation. For some reasons during the post independence period of 60 years, free India has remained a “country” and could not become a Nation to the populace. The preamble of our constitution “we the people of ………..” could not come out of paper and embed in the mind of the people. Somehow, the people do not consider that they are part of the “Govt.”, they are duty bound to participate in Nation Building Endeavours. Aspiration of common citizen is today that it is Govt. work, Govt. property and there is somebody other than them to look after it and take care of it on their behalf. It is this feeling that is causing the greatest obstacles to the development. Of course the second cause is more serious for this reason alone and i.e. using inefficient flow sheets in the developmental programming and execution because all involved in it consider the money to be belonging to “Govt.” and not to them. So more money and time is spent on projects for obvious reasons as everyone want to milk the cow that belongs to no one.
To expedite completion of developmental programming and execution the feeling of Nationhood is essential; we seldom identify ourselves as Indians, except in our application forms while filling for a job or during a war. Common man identifies himself or herself by the language he or she speaks or the state he or she belongs or the community to he or she belongs. This is the problem.
In free India, why call himself or herself as a Govt. servant, when he and she is a public servant and the work is public work for public good.
Can we extend our sense of belongingness beyond the perimeter of our homes, the day we can do it, it would bring miracles to our flow sheets and the expected return to the tax paid.
The intelligentsia need to do some brain storming exercises to find remedial measures to percolate the sense of Nationhood in the minds of the population that forms a “crowd” for some, the population needs to be treated as an asset. No body spoils his or her own home and tries to accrue productive assets that generates income rather than gulping income.

Many seem to have realised the need for some concerted action in checking the downward slide in our development. But, they are clueless as to how to do that. A total revolution, which will bring about an all round change in our polity and society is the need of the hour.

No, sometimes Indians cannot unite for a cause. The biggest problems now are poverty, terrorism and religion. The government should first try to solve these problems one by one and then we will develop better.

the biggest problem in india is religion.... ppl are divided on the lines of religion. if we need to unite... our common factor should be development and anything less will hinder our chances.. indians do understand but are under influence of unscruplous politicians and religious leaders who try to vreate friction in societies and this is happening coz indians are very light hearted...
