It is possible if Florida doesn't have an agreement with that state. I know that Florida does not have an agreement with PA, since my ex moved there after he lost his license in Florida for DUI. PA, gave him a license without blinking! (Needless to say, he got another DUI in PA.)

Well don't move to Texas because they do check and will not issue a license if your driving privileges have been suspended in another state.

To answer the question, most states participate in common driver's license laws and will check to see if your license in another state has been revoked. They will not issue if it has until the originating state clears the record.

If you have already moved contact the state's Division of Motor Vehicles who handles the licensing in the suspended state. They don't want you, they'd much prefer the money. They will most times set up a payment plan and will reinstate after its paid. Keep in mind there is the original fine to pay, a failure to appear fine to pay and whatever fees they decide to impose for the paperwork costs.
