Can the voltage level of high frequency also effect the amount of opposition through an inductor?

The current could, by saturating the magnetic material. Real magnetic materials have just so much they can handle before they saturate. This is the basis for Magnetic Amplifiers. Look it up. In old books, I think. Not much used anymore.
